In a 1996 fatwa, bin Laden cited the Beirut Marine barracks bombing in making his case that America was a paper tiger whose leaders talked tough but would withdraw at the first sight of casualties.
Ronald Reagan organized and gave billions of dollars to create an army of Islamic fundamentalists in Afghanistan that were led by Osama bin Laden. Throughout the entirety of Reagan's term, bin Laden and his people were armed, funded and trained by the United States.
Ronald Reagan authorized the CIA to pay for the construction of the very tunnels in Tora Bora, Afghanistan which Osama bin Laden used escape from US planes and ground troops.
