I believe he is pointing out, allegorically, Obama's utter lack of substance. By using a toy as a metaphor for Senator Obama, perhaps he is trying to demonstrate just how trivial, silly, and impotent Senator Obama really is.
Notice that the Obama sticker was on Curious George's head. Perhaps he is drawing attention to Obama's pointless ivy league credentials. "Obama's stuck in his head!"...seems to be the message. The head of a child's toy.
Perhaps the handoff of Curious George to the child represents the completion of his allegory. "Obama? Thanks, but no thanks. Only a child could swallow Obama's tripe."
