By warming the blood in your neck that's going up to your brain, it makes the hypothalamus (body's thermostat) think you're nice and warm. But in reality your core temperature below your neck is lower than your brain realizes. So you take off that jacket as your arterioles dilate to give off "excess" heat through the skin, all the while making you colder and more susceptible to the elements. This Mercedes option just isn't a very good idea.
