This sort of thing happens infrequently with one of our [milk] suppliers. We check to see if it's busted or open, and if it's not, sometimes we mark it down.
Granted, usually there's only an inch off the top missing, but this isn't some OMG SHOCKING UNETHICAL UNSANITARY business practice.

First off you have no evidence that someone came along and took a swig from the bottle and I think it's a little silly to even make such a claim. Second it's obviously a bottling malfunction, it didn't get filled all the way for whatever reason, and the manager of the store is discounting it. It's up to you if you want to buy it or not...just like dented cans or busted boxes. Stuff happens and things get reduced in price for those very reasons. Either the top wasn't tight (it can happen without breaking the strip) or there's a pinhole somewhere, probably about at the line of the top of the milk.
Slightly less likely is that it came to the store that way and was never filled properly to begin with.
Really really unlikely is that someone managed to open it without breaking the strip (I can do it pretty reliably) and took a drink.
