With audiences in your... say, lower intelligence bands, they focus on 'exposing' scams, rip-offs, scandals, etc. and the reporters usually chase after people and berate them for being rogues or scum. Generally they're all about "the degeneration of society'.
I've always hated them. There's a comedy team in Australia called 'The Chaser' (a lot of clips of which are on the net) and they hate them too. They have a segment on their show 'Chaser's War on Everything' called "What we learnt from current affairs programs this week". What is in question: is one person responsible for the actions of 500 people? Everyone at this party had a choice not to attend, drink, and vandalize and any one of them could've peacefully left at any time. You alone are responsible for your actions regardless of where you are. If he was responsible, the police wouldn't have told him to stay inside while they took care of the mob and he would've been doing this interview while in custody.
The only reason why the police are threatening a $20,000 fine is because there is no way they can round up 500 people and question them to find out who did damage to what and dole out fines accordingly. Insurance will likely cover most of the damages anyway. It is simply a scare tactic to frighten the family into forcing their kid to do a public apology and tell his peers it wasn't worth it. People of authority absolutely love to make an example out of the “cool” and “daring” teenagers that most teenagers want to be. They want to show others that even the coolest kids aren't “too cool for authority” and hopefully prevent other teenagers from following in their footsteps.

No, it wouldn;t have... nothing will. However, if he genuinely felt the need to apologies, ie if he was genuinely sorry, it might prevent something similar from happening again at his hands. That is after all the point of an apology... to convince others of how sorry you are for what you have done and give them some sense that you will try to keep it from happening again.
His refusal to acknowledge his mistakes enables him to not even hesitate to make the exact same mistake again. This is the real danger in self delusion and blame passing... it lets people who do bad things do them over and over and over without ever fealing a shred of remorse for their actions and thus without ever having any reason to do better or even any reason to even acknowledge that they need to do better.
