      i think the best way to gauge it is when http protocol came about. sure newsgroups and telnet and irc was around before, or I think it was, but besides bbs that everyone had to dial directly into http put the internet on the map and honestly I think that is the best guage for when the official now today internet came around in full force instead of someone trying tcp/ip internally for testing dates.
