Even though a sentence fragment is not a sentence, that doesn't mean they're never appropriate. They're useful in common speech, narratives (because people often think in sentence fragments), poetry and song, etc. In non-academic writing, they can also be useful for emphasis, ie: This. Fragmented. Sentence. Is. Emphasized.

      Just because it's not a sentence doesn't mean it's bad, or even that it shouldn't be published.

      Also, sentence fragments are acceptable in graffiti.
