Has this guy seceded from the US.. i have a feeling he hasn't. he's still a citizen of the US and therefore i assume paying or claiming from the state.
Real secession would involve properly removing himself from the US.. and it CAN be done just don't expect the US to like you very much after it. At the end of the day it comes down to protecting what you've got OR living by the rules imposed by others who can "protect" you.
