I thin that is true for MOST people, so when they use retarded, it's in "reference" to handicapped people. As was noted, it's perhaps moved on from there a bit, but that is still the root of it. Referring to something as bad as "retarded" (not how it is used in the context of this movie), or "gay". These are values we see in other people as bad.

Seriously though, the whole theatre was laughing it's ass off because of Ben Stiller's character's portrayal of a 'retard' (much more than because he played an actor trying to get an Oscar by playing a 'retard'). I don't think it was at all a sensitive portrayal of the mentally handicapped, yet I was laughing my ass off too.
