Marriage is a religious, not a Government institution. It is only recognized by Government, not controlled by it.
In reality....if a couple can find a preacher, imam, priest, rabbi, or whatever, that will marry them, the Government has no constitutional authority to do anything but accept it. Either accept it for all, or accept it for none.

It would also mean that if marriage was religious, non-religious people would not be able to be married by a justice of the peace.
