While walking by where they were partying, he was asked to pose for a few photos with them and left after a couple minutes. The photos sans Kerry were taken hours later after the teens had partied a bit more.

        He's not allowed to be at parties where there are people under 30? Do you honestly the six photos with Kerry in them tell you everything you need to know about the party? All we really know from the photos (assuming they're not doctored) is that Kerry was at a party where some of the people were under 30 and there was drinking.

        Are the photos representative of the party as a whole? Who the hell knows. Unless you have more information you probably ought to stop making assumptions.

It's not quite clear what's going on in these series of pictures. It could be a group of 20 somethings from next door who got drunk and wandered onto Kerry's wet dock and started partying on his yacht. Kerry comes out to break it up and they realize who it is and they ask to get a picture with him. That's a perfectly logical explanation.
