Blog software isn't a requirement for all webmasters, as a matter of fact, any good webmaster would know that blog software is dead simple to write and knowing a packaged system isn't required.
It seems to me that the person who wrote the article has a small frame of reference as to what being a webmaster is. - richmcl, on 07/05/2008, -0/+1Don't forget statistics. Google analytics is a good place to start. Ed Rivis has a program called stats faceslap that will teach you what you need to know, at least the bare minimum. Remember you can't manage what you can't measure.

I see that you've commented on my blog to. The post was recieved indeed, but I made the page static (due to the large amount of traffic that came because of this Digg), that's why it didn't show up. I think the heaviest part is over now, so I switched back to the 'real' WordPress and your comment is now visible ;)
