Imperialism didn't end in Africa because of lack of resources; most European powers were bankrupt and had half their country destroyed after World War II. The Slave trade had ended nearly a century and a half before this, with the UK using its navy to enforce its end. It could be argued that this plays a small role in Africas current problems, though there is no correlation between Africas troubled regions and the main slave trade areas, but not a significant one. The European powers greatest crime, in regards to Africas current problems, was drawing up almost arbitrary boundaries. But that does not make it entirely responsible.
There is a reason why countries with corrupt government fail, and why those with stable and democratic governments, like Botswana, Mozambique and even unrecognised Somaliland, improve their countries. Africa is a lot more complicated than the outcome of colonialism.

You know, I'm never one for being politically correct or anything, but what does that add to the story? I'm not even sure I get the joke beyond blind, inarticulate xenophobia. Sure, you can argue a lot of things about Africa are assbackwards, but there are better ways to do it that don't involve making yourself look like an *****.

It is a reference to a well known song by Ross Bagdasarian Sr. AKA Dave Seville (His stage name and also the name of the character he used for his character when he created Alvin and the Chipmunks).
It was a very popular song for a while and is still fairly well known, though I actually had to look up who was the original artist. It's been used in a few commercials as well.

I thought the joke was pretty funny, even considering the tragic situation (levity for a bad situation). It related to the center of the story and was used because it was probably the most relevant thing to the actual subject, regardless of country.
As for it being benign but not funny, humor is certainly a matter of taste in many cases. If the intial impression is that it is racist and therefore unfunny, than the joke is already a flop for that person regardless of wit, humor, or whatever (though this wasn't exactly one of great wit.). The joke flops not because of its qualities, but a possible misconception of its nature.
If it seems unfunny once it is explained as benign, well that's because jokes are typically like a lab frog. It can be strong or weak, but no matter how strong it is, once you dissect it, it's dead on the table.

Look up the Heysel stadium disaster and the Hillsborough disaster (both involving Liverpool FC fans) and the subsequent changes to European football stadiums to make sure it never happened again.
