However - it doesn't state that you mustn't provide ways to do such activities.
There are huge debates in the Swedish government on whether or not it is illegal to allow ways to distribute copyright material.

BitTorrent and p2p are nowadays crucial ways to distribute various linux distros, Skype and even podcasts. Such things that are free.
