Quite good quality, but still visible compression artifacts due to the high compression. They have to do that though, most people doesn't have good enough connections for high HD bitrates (5000KBps + for video). (see comment)

It depends on the video encoding or something. Seeking is very accurate on some videoes (like this one: http://www.youtube.com/watch?v=JnYyjwVWeHk&fmt=22 ), but suck on others. (see comment)
