The reason it's called Internet Explorer Mobile 6 is because it's designed for Windows Mobile 6.1 (maybe 6.5). Mobile versions of the IE browser are numbered for the version of Windows Mobile they were created for. (see comment)

Not everyone has enough bandwidth for high speed downloads. Others don't want to loose image quality by going from 50GB of BluRay data to a 1GB iTunes movie file. (see comment)
