Most law enforcement personnel lack the training required to tell the difference between an epileptic event and this type of behavior from other causes, and most jurisdictions see little or no reason to preemptively provide that training. A taser in the hands of a well prepared and educated police officer is a useful tool, but a taser in the hands of someone with a set of preconceived assumptions about the situation is another matter entirely.

There are usually no criminal charges filed, they don't even lose their jobs. Occasionally, they get paid leave (vacation) as "punishment".
