The Japanese will probably cover them with big cities and skyscrapers. God knows, they need all the territory they can get and Russia has more territory than they need.

We wanted to give back two islands, Japans wasn't agree in 1956. Time has gone. BabyWookie, these are strategic islands with unique fish resources and very good passage to the ocean which may be blocked. Well, imagine we give island to the Japan and US put anti-missile defense there? Not nice.
The question is: how may Russia be provocative in dispute of it's own territory? Japan should win the war to dictate what should we do or do not with these islands.
