Exactly. History shows in order for a "diverse" and "multi-cult" society to live under one roof peacefully, that country will have to have a Dictator in charge. Look at Iraq as a recent example. Saddam was a horrible person no doubt - however now that he is removed the "multi-cult" society (Sunni, Shi'ites and the Christians caught in the middle) is trying to ethnically cleanse each other out of existence with our troops being the mediator!

The two go hand in hand, The dictator (or dictatorial group) gains, and solidifies their power through diversity and division.
