Yes. Governments don't exist as magical entities not connected to their citizens. In WW2 the Japanese military attacked us, not Japanese civilians. But to win a war we needed to destroy the government's ability to make war, which meant industrial centers and civilian populations.

A friend of mine who left back in the 80's (deserted from the Iranian army actually) and who believed he would never be able to return to Iran negotiated (via the Iranian embassy) that he would make a cash donation and they would "forget" about that and he would not be imprisoned or forced to serve the rest of his time. This was back in 2000/2001.
Cost him about £4000. He has been back home a few times without any problem since.

In the East, civilisation arose quite independently, whereas Middle Eastern and European civilisations are inseparably intertwined.
So saying civilisation on the the whole arose in the Fertile crescent isn't quite accurate - it also arose on the North China Plain (also in South America and a couple other places), just at different times.
