One of the videos they showed us was of a school bus that had been hit by a truck that was doing 30 mph on a foggy day. There was a car behind the bus but it got turned into a slab, and the back end of the bush was totally crushed. The instructor said that that accident led to buses being required to have the last four rows empty. We don't have that requirement in Canada though. I guess it's to pick off the jerks that sit in the back seats and throw stuff.

Putting seatbelts on buses adds thousands of dollars to a district's budget, and would require extra maintenance, which would require even more money. That and the fact that a bus is so much bigger than other vehicles, that its added size and weight gives its riders extra protection, and seatbelts wouldn't really do anything. That might be a load of b.s., but I remember being told that by the teacher when we'd go on field trips.
