    People who deface their plates in this way deserve whatever penalties they get. Having said that, this guy is flirting with death, or at least a beating. The NY Times wrote about another guy who does this, and he's been assaulted by angry drivers. Regardless of what these scofflaws do, touching their car is dangerous and possibly just as criminal. The police and DMV should have a mechanism for observers to report phony plates.
